CONSTITUTION
1 TITLE
1.1 The League shall be known as, and all official documentation
shall be in the name of, Oasis FM Tenerife 8Ball.
1.2 Tenerife 8Ball shall be run by a management, as
in 4.1
1.3 Tenerife 8ball will be affiliated and a member
of the pool association; The Islands Blackball Association
(IBA).
2 OBJECTIVES
2.1 The main aim of Tenerife 8Ball is to create, develop
and sustain an annual blackball pub pool league at an
enjoyable and competitive level, and to become the primary
league of its kind, for Tenerife.
2.2 Tenerife 8Ball will maintain a website for all
members carrying information, news, results, etc. and
keep members apprised of relevant alterations and amendments.
2.3 Tenerife 8Ball will conduct its business, and interact
with its members, in a manner which demonstrates respect,
courtesy, fairness and equality and would welcome the
same in return from all teams and players.
3 MEMBERSHIP
3.1 Membership will not be restricted, but entry will
be at the discretion of the Tenerife 8Ball Management.
3.2 Teams will be required to pay an annual registration
charge for each season, set by the Tenerife 8Ball Management
of which will remain property of the league.. These
funds will be used for all necessary payments for the
league such as trophies, website maintenance, overheads
etc.
4 MANAGEMENT STRUCTURE
4.1 The Management shall comprise of three officers:
president / league manager (Roscoe) who has the casting
vote in all matters, plus two elected commitee members.
In addition all team captains, will have a voice, at
the managements discretion that shall have 1 voting
right on behalf of their team at the AGM.
4.2 At all meetings, the three officers shall constitute
a quorum for the purpose of carrying on the business
of the Association. The management shall have full authority
to make any decision that, in their opinion is deemed
necessary or beneficial to its members, excluding the
alteration of the constitution other than at an A.G.M.
Any alteration to the constitution or general rules
can only be done at a general meeting.
4.3 The Management from the season ended will be returned
on block for the following season unless a committee
member declares their intention to stand down from their
post. If a management member wishes to stand down a
person may be elected onto the management team at any
time. When standing for election, the potential Management
member must be a registered league member.
4.4 The league will convene a management meeting 3
times split throughout the current season, at which
the management team will attend and deal with all matters
pertaining to the league.
5 AGM
5.1 The Annual General Meeting (AGM) shall be held before
the commencement of the forthcoming season. All teams
that are current member to the Oasis Fm Tenerife 8Ball
league are at liberty to attend, along with any future
or prospective members who wish to attend.
5.2 All teams to be notified of the Annual General
Meeting (AGM) in advance. Any new proposals to be put
in writing or email and sent to the league management
before the AGM.
5.3 The Agenda for the AGM to be as follows:-
5.3.1. Welcome and New Teams
5.3.2. Chairman's Report
5.3.3. Outcome from previous meeting
5.3.4. Points of proposals for the New season
5.3.5. Secretary/Treasurer's Report
5.3.6. Election of Officers (if any)
5.3.7. IBA Blackball rule changes (if any)
5.3.8. Any other business
5.4 Teams re-registering for the coming season will
be eligible to vote. Last seasons teams not re-registering
will not be eligible to vote. New teams are entitled
to vote.
5.5 There will be one vote per team at an AGM and a
representative of the team must be present at the meeting
to cast a vote. No person may represent more than one
team.
5.6.1 Management Members will not be entitled to vote
at an AGM, however, they may represent a team and cast
a vote on the team's behalf. In the event of a tied
vote, the president will have a casting vote.
6 INTER-LEAGUE AND IBA EVENT RULES AND SELECTION
6.1 Eligible players to participate in any inter-league
or IBA event will be monitored and selected at the discretion
of the Tenerife 8Ball Management, in accordance with
the IBA selection process, to be able to stand up to
IBA scrutiny and is designed to select the BEST AVAILABLE
players. No player shall be recognised at a professional
or semi-professional standard in cue sports and are
expressly prohibited from participating in the IBA events.
6.2 Players will ONLY be able to participate under
the following criteria:
Player must be a current resident or full-time worker
of Tenerife
Player must be a current up-to-date member of the Tenerife
8ball pool league
Player does not have to be of origin nature of the Canaries
or Spain
Player of origin nature, but NOT a current player of
that nation’s Pool League shall be deemed INELIGIBLE
for participation in any IBA event.
6.3 All infringements by players or officials, under
the jurisdiction of Tenerife 8Ball, shall be bound by
the IBA Code of Conduct and any deviations therein shall
be considered and dealt with by the Management under
the terms of IBA Disciplinary Procedures.

LEAGUE RULES
0 PROCEDURAL RULES
0.1 The league would like the game of pool to be played
in a sportsmanlike manner (in accordance with these
League rules and the IBA). As such, these rules should
be treated as a guidance, (although every effort should
be made to abide by them) In the case of a breach of
these rules, the captain of the non-offending team may
agree to overlook it (for example the case of late arrival
by a few minutes). If the two captains cannot agree,
the league will uphold these rules.
1 TEAM REGISTRATION
Entry forms will be made available to existing teams
and new teams wishing to join before the end of the
season, by way of download from the website.
1.1 Teams must submit a fully and correctly filled
in team registration form by way of email, fax or hand.
This will include all players full names, captain and
venue/table details.
1.2 Team are a minimum of 4 players and a maximum of
10.
1.3 Minimum age for a player is 13 years of age and
any team has to have at least two members over the age
of 18 years of age.
1.4 Each team will be required to pay the league entry
fee set at 50€, plus a returnable deposit of 50€.
1.3 The team and its venue will be accepted with the
below terms please refer to point 2.
1.4 Any new team joining the league for its first season
will start automatically in the lowest division.
1.5 On acceptance of entry by the management and the
venue passing the inspection to complete the registeration
for the forthcoming season the 50€ entry fee will
then be requested after the inspection/re-inspection.
NOTE: Valid team registration is to be completed with
all team member names and the full entry fee paid by
the closing date set by the league manager prior to
the forthcoming season.
2 VENUES AND TABLES
VENUES:
2 .1 All teams must register their home venue with the
league on the team registration sheet as per 1.1.
2.2 In the event of a team wishing to change its venue
midseason, the league management must be given seven
days notice, preferably in writing / email.
2.3 The venue is required to lay on food.
2.4 An area must be available adjacent to the table
for viewing purposes.
TABLES:
2 .5 All league tables are to be in good condition and
the management will inspect all tables prior to the
season. Captains / Landlords will be informed of any
changes or repairs required, and a review of the table
will be made after a set time frame for the requirements
needed. The match table shall have a surface of a reasonable
level and quality, which is clearly marked and maintained
in a clean and well presented manner. Every effort should
be made to ensure adequate playing space is available
around the table.
2.5.1 The table requirements will be;
a) A Standard 6" or 7" English pool table
with a set of red and yellow balls.
b) An official IBA Blackball rules poster must be displayed
near the table, if not the Management must be informed
and new copies will be sent to the venue.
c) A Cross cue rest must be available.
d) A suitable sized cue must be available if your table
has a hazard like a wall or post, etc which does not
allow for a normal sized cue to be used. If more than
around 25% of the table is affected by a hazard then
the league may refuse entry of the venue.
e) A suitable covered area over the full table must
be in place if your table is outside.
f) An area must be available adjacent to the table
for viewing purposes.
2.6 Only one re-inspection will be given to each team
to address any issues highlighted by the first inspection.
If by on the second inspection issues have not been
address or have not been done to standard the team/venue
will not be accepted for that season.
2.6.1 If a teams venue does not pass if they can agree
terms with a venue that has passed before the team registration
deadline they may resubmit there team registration with
the new venue.
2.6.2 Due to clashes on the table and one fixed day
of play a maximum of 2 teams per table will be accepted
for each season.
Note: The league management may refuse to accept any
team whose venue does not conform to these standards.
3 QUALIFICATION OF PLAYERS AND TRANSFERS
QUALIFICATION OF PLAYERS:
3.1 To qualify to play for a team in the Tenerife 8Ball
Pool League, a player must be registered with the League
for that team on the registration form (1.1) and not
for any other team in the League (3.2).
3.2 Players registered can only play for the team for
which they are registered with.
3.1.1 One “wildcard” 'tourist' player is
allowed for each team, this player does not need to
be registered. However this is to be noted on the score
sheet please refer to point 9.3. A wildcard player is
only permitted to play in two consecutive weeks, after
which they cannot play without registering with that
team (3.1).
3.3 Any new player registration, to be deemed valid,
must be received by the league management no later than
the Saturday prior to the match in which the player
is due to play. This is to be sent to the league manager
in writing/email to be added to the full team registration
sheet and highlighted in the transfer section of the
league website.
3.4 If a team plays an unregistered or ineligible player,
the frame(s) played by that player shall be awarded
to the opposing team and the league manager to notify
the offending team and request an explanation.
3.5 According to the Gaming Act, players under the
age of 18 may only play on a pool table in a pub/bar
with the landlord’s express permission. Any captain
who has players under the age of 18 is advised to check
with the landlord before arriving at away venues.
3.6 Teams not complying with rule 3.3 will be deducted
two points.
TRANSFERS:
3.7 A player may transfer from a team of one team to
that of another team if he/she notifies the league manager
in writing or email with the signatures or a comment
of agreement of the two team captains concerned. And
must be registered as stated in rule 3.3.
3.7.1 No player transfers after the half way point,
except under rule 11.2. (An appeal can be made to the
league manager in exceptional circumstances.).
4 TEAMS AND PLAYING FORMAT
4.1 Matches will be played on a format of ten frame.
One point will be awarded for each frame won and the
overall match result will be awarded 3 points for a
win and 1 point for a draw.
4.2 A team shall consist of between 4 and 10 players.
4.3 All matches are divided into three sections; each
player can play in each section ONCE only.
4.3.1 Four frames of singles, two frames of doubles
and a further four frames of singles.
5 ARRANGEMENT FOR AND COMMENCEMENT OF MATCHES
5.1 Matches will take place weekly on a Tuesday evening
as detailed in the fixture list distributed by the league
manager and confirmed by the two team captains. The
official start time is 9.00pm. The away team will be
given a 15 minute practice session on the table. This
time commences 15 before the start time of the match.
5.1.1 It is the responsibility of the home team captain
to ring the away team captain with a 'courtesy call'
on or before the Sunday prior to the match to confirm.
This is not compulsory as a set standard day and time
is set however is polite, except in rule 5.1.2 below.
5.1.2 If an agreement cannot be made for the match
on the stated Tuesday night, then an alternative night
can be arranged on or before the friday of that week
(5.4). In the case a re-arrangement is required a phone
call is compulsory to inform the other team with enough
notice as stated in 5.1.1.
5.1.2b If an agreement still can not be made then the
management will make a ruling on whether the match can
be rescheduled or claimed.
5.1.2b A match may take place on an alternative day
(5.1.2) and/or at an alternative time as agreed between
the teams involved. 48 hours notice is required to be
given to the opposing team to postpone a match otherwise
the match will be forfeit.
5.3 The league management must be informed of any re-arranged/postponed
matches within two days of the original match date.
5.4 All matches to be valid must be completed on or
before noon on the Thursday of that weeks fixture.
5.5 Any player not arriving by 1 hour after the start
time will not be eligible to play in the match. (In
extenuating circumstances and if pre agreed the captain
of the non-offending team may agree to overlook the
issue and play the game later in the evening.)
5.6 If, for any reason, a match cannot be completed
the match will be classified as void unless a result
has already been obtained, at which times the current
result will stand, for example 6-0.
5.7 The player to break in the first frame shall be
decided by the toss of a coin. Thereafter, teams will
break in alternate frames. The opposite team to that
which is breaking will provide the referee.
5.8 It shall be the responsibility of the home team
to cover table fees
6 COMPLAINTS & DISPUTES
6.1 Complaints and disputes should be presented in writing
or email to the league secretary.
6.1.1 All complaints must be made in writing/email
within 4 days of match, to be received by the chairman,
(ross@oasisfm.com), otherwise complaint is not valid.
6.1.2 If the league does not recieve a report of the
dispute within the 4 days, the league will view this
as a resolved and that an agreed course of action was
made at the time and no further review will be made
by the league and the complaint/dispute will invalid.
6.2 The league management will investigate the complaint
or dispute and the chairman will reply in writing or
email to the complainant when the facts have been obtained.
6.3 If a complaint is upheld, the chairman will write
or email the party who the complaint was made against,
outlining the complaint and any action the management
will take.
6.4 The management reserves the right to discipline
any guilty party as in point 7 below.
7 DISCIPLINE
7.1 The Management reserves the right to fine, suspend,
expel, or take any other action necessary against any
team or member of the league for:
a) Breach of the League Rules.
b) Breach of the IBA Blackball rules.
c) Any act deemed by the management to have brought
the league into disrepute by team or player.
7.2 Before the management takes disciplinary action,
any team or member accused of an offence as in 4.2 will
be asked to explain their conduct to the management,
and be given an opportunity to defend their actions.
8 REFEREES
8.1 It is the responsiblity of both the home and away
teams to provide a referee for alternate games in league
matches and cup matches.
8.1.1 In an effort to ensure fair play and sportsmanship,
Captains are asked to give serious consideration to
using Referee's who are conversant with the playing
rules.
8.2 Any discussions or Referee's disputes must only
involve the players on the frame in dispute, Referee's
and Captain's. (or Vice Captain's if the Captain is
a player or Referee) All other persons must stay well
away from the match table.
8.2.1 In the event of a dispute the referee shall consult
the playing rules before making a decision. If after
consulting the rules a dispute still exists, both team
captains shall consult privately and agree upon the
correct action to be taken. If agreement cannot be reached,
the referee's original decision shall stand and the
frame shall continue. The two team captains shall make
a report in writing or email to the league management.
On receipt of such a report, the league shall rule on
the correct course of action.
8.2.2 If under 7.1c a member of a team acts in a way
that is deemed to bring the league into disrepute then
this should be noted in the report as in 8.2.
8.3 Any disputes about individual frames are not in
themselves reason enough for a match to be abandoned.
Any team refusing to complete a match because of such
dispute will forfeit any outstanding frames.
8.3b Unless in very extenuating circumstances where
it is deemed by the management 8.2.2 is serious enough
and due to conduct the match will be awarded to the
opposing team.
8.4 If a player is unsure of a rule, the player must
audibly ask both Referees' for an interpretation. To
approach a Captain or team member during a frame may
be misconstrued as coaching.
NOTE: A set of standard verbal calling procedures are
available as a guidance to referees. This is not required
it is just as a guid for review on the Referee calling
procedures guide.
9 REPORTING OF RESULTS
9.1 It is the responsibility of both team captains to
complete results and send the information by the online
submission to the league management, separately, to
arrive on or before Noon on the Thursday of that week
the match took place. (This is for newspaper result
publishing requirements).
9.1.1 The match result must be received by the league
from the both teams no later than Noon Thursday following
the fixture, for newspaper publications.
9.2 8 Ball clearances must be ratified and signed for
by both captains and submitted to the league marked
as below by way of the online submission above 9.1 and
be agreeable on both recieved forms or they will not
count. Any 8 ball clearances made in a match should
be marked on the scoresheet with '(8)' next to the players
name for that frame as follows;
Joe Blogs (8) Vs John Smith
9.3 A wildcard player maybe used for any league match
however this should be correctly marked on the scoresheet
with '(WC)' next to the players name for that frame(s)
as follows;
Joe Blogs vs John Smith (WC)
9.3 Teams not complying with rule 9.1 can be deducted
two points.
9.4 These rules do not apply to any cup (see rule 15.3).
10 SHORT TEAMS
10.1 In the event that a team is short of players for
a match (i.e. having less than four), the opposing team
will be awarded any frames for which they have no opposition.
10.2 If both teams are short, meaning that a frame
or frames have no players to compete in them, then the
points for these frames will not be awarded.
11 AVAILABILITY OF LEAGUE RULES
11.1 A copy of these league rules and current official
playing rules (Blackball) shall be made available for
all matches by the home team. (A copy of which will
be issued free to every team on registering, Any further
copies will be available at cost price).
12 DETERMINATION OF CHAMPIONSHIP, PROMOTION AND RELEGATION
12.1 If two or more teams are tied in positions affecting
the League, promotion or relegation places, the tie
shall be broken as follows:
12.1.1 The team having won the greater number of matches
shall take precedence.
12.1.2 If there is still a tie, the team having lost
the least amount of matches will take precedence.
12.1.2 If there is still a tie, the team having won
the greater number of frames shall take precedence.
12.1.3 If there is still a tie, the teams involved
shall play off under a format to be decided by the management,
at such time and venue as is decided by the management.
13 TROPHIES AND AWARDS
13.1 Player trophies will be awarded to up to 6 players
of the winning and runner-up teams in each division.
These trophies may be kept. Additional trophies will
be made available at cost price, upon request.
13.2 The league will award team trophies to the winning
team and runner-up team in each division, to be kept
for one season only. These trophies will remain the
property of the Oasis Fm Tenerife 8Ball Pool League
at all times, and must be surrendered on request by
the league. 3rd place teams will not receive a trophy,
only promotion (except in the premier division).
13.3 A player must have played 50% of his/her teams
official league fixtures to qualify for a player trophy.
13.4 Any team in possession of a league trophy will
take proper care of it and will bear the cost of replacing
or repairing it should it become lost or damaged.
13.5 A player of the season (POTS) trophy will be awarded
to the top player in the POTS ranking table.
TENERIFE SELECT TEAM:
14 TEAMS WITHDRAWING OR FAILING TO FULFILL FIXTURES
14.1 Any team not completing all their fixtures for
the current season, will not be awarded any points for
those matchs. All un-played results will be expunged.
14.2 If a team fails to complete 50% of it’s
fixtures for a season or drops out of the league that
team will be expelled from the league and the players
from that team may transfer from that team to any other
team in any division.(see rule 3.7). Any players wishing
to transfer under this rule do not need the signature
of their former captains. All team results played or
un-played in the case of a team withrdawing will be
expunged.
14.3 All teams that have played a team, which drops
out of the league, will loose all points gained against
that team.
14.4 Any team that drops out of the league will forfeit
all monies paid.
15 CUP & TOURNAMENT COMPETITIONS
15.1 Once a player has played in a cup, they cannot
play for any other team in the relevant cup for that
season, i.e., they are cup tied. (this supersedes rule
3.2)
15.2 In the case of a multi venue Cup, winning captains
are responsible for sending results within two days
to the league manager or lose their place in the next
round. (A written appeal can be made to the league manager
in exceptional circumstances) (This supersedes rules
5.1, 5.2 & 5.3).
LEAGUE CUP
15.3 The League cup is a team event and will run throughout
the season with match weeks set aside for league cup
games only.
a) Players are to be cup tied once they have played
in any round of any league cup.
b) A player who registered after half way point is
NOT eligible to play in any cup /plate games.
c) Players to qualify to play in the finals stage to
have played 50% of the teams cup games.
d) Semi finals will be held at neutral venues.
e) The final will be held at neutral venue, chosen
by the management.
15.4 In the case of a draw in the cup games, a player
from each team shall be nominated to play, one extra
frame as a decider.
SINGLES / DOUBLES TOURNAMENTS
15.5 The individual events will be held at the end of
each season and for the singles tournament players will
be selected from the top players for that season. The
format of the Tournaments will be decided at a forthcoming
captains meeting.
16 LEAGUE BYLAWS
The league has made ‘Bylaws’ on the blackball
playing rules to clarify unclear issues in the rules
and where applicable has chosen rule options where these
arise.
16.1: Tenerife 8Ball Bylaw applied to playing rule
4n; Chalk on the table is not deemed inappropriate by
the league as a pub league and as such will not occur
any penalty.
16.2: Tenerife 8Ball byelaw applied to playing rule
8a; This rule is not used instead refer to rule 8f which
is the adopted rule for excessive time taken on a shot
in the Tenerife 8Ball League. This is in accordance
to the ruling options where 8a or 8f is to be adopted
by a league or event.
17 COACHING
17.1 Coaching is deemed to be unsportsmanlike behaviour
and will result in a standard foul being awarded away.
17.2 In Doubles games, conversation with a partner
is allowed. However when a player touches the table
it is deemed a “Visit”, and conversation
with a partner is unsporting and dealt with as a standard
foul.
